BCSBI, IBA and RBI Guidelines for Interest-Rate Display at Bank Branches

If your branch displays deposit interest rates on a board by the counter, two reference points sit behind that board: the Code of Bank's Commitment to Customers that the BCSBI and the IBA evolved together, and the RBI's rules on how banks must display information. Two reference points behind every rate board

Transparency about interest rates in Indian banking rests on two layers. The first is principle: customers have a right to know the rates that apply to them, stated clearly and kept current. That principle was codified in the Code of Bank's Commitment to Customers, a voluntary code that the Banking Codes and Standards Board of India (BCSBI) developed jointly with the Indian Banks' Association (IBA). The second layer is operational: the RBI's instructions on the display of information by banks, which turn that principle into specific requirements about what goes on the branch notice board, how big it is and how changes are flagged.

The BCSBI-IBA Code of Bank's Commitment to Customers

The BCSBI was set up in 2006 as an independent body to monitor whether banks adhered to agreed codes and standards of fair customer service. Working with the IBA - the representative body of Indian banks - it produced the Code of Bank's Commitment to Customers and a parallel code for micro and small enterprises. These codes set minimum standards of banking practice, and a recurring theme is transparency: telling customers the interest rates, fees and charges that apply, in plain terms, and communicating changes to them.

For interest-rate display specifically, the spirit of the code is simple - a customer standing in your branch should be able to see the current deposit rates without having to ask, and should not be surprised by a rate that quietly changed. What changed when BCSBI was wound up

The BCSBI is no longer operational. Its member banks passed a resolution to dissolve it in September 2021, and the RBI directed it to begin the process of winding down on the basis that the RBI could itself take up the activities BCSBI had performed. In practice this means the codes are no longer monitored by a separate board; the transparency and fair-conduct standards they embodied are now carried within the RBI's own customer-service and consumer-protection framework. For customers, grievances are raised with the bank first and, if unresolved, escalated to the RBI Ombudsman.

The standard outlived the board

BCSBI as an institution is gone, but the disclosure standard it set with the IBA did not disappear - it was absorbed into the RBI's customer-service directions. So the practical compliance question for a branch is unchanged: are current rates clearly displayed, and are changes flagged?

What the RBI's Comprehensive Notice Board requires

The operational rules live in the RBI's 'Display of Information by Banks - Comprehensive Notice Board' guidance, part of its customer-service framework. Branches must display key information - interest rates on deposits, service charges, the products and services offered, time norms for common transactions, and the grievance-redressal mechanism - on a notice board at the branch, with the same details also carried on the bank's website.

The guidance is specific about visibility. The notice board should be a minimum of 2 feet by 2 feet so that it can be read comfortably from about 3 to 5 metres away, and it must specifically indicate wherever a recent change has been made. Banks are also expected to display the branch name, working days, working hours and weekly off outside the premises, and to provide information bilingually in Hindi-speaking states and trilingually elsewhere. Notably, the RBI permits banks to make this information available through electronic means - touch-screens and information kiosks - alongside the physical board.

Where a digital interest-rate display board fits

Deposit interest rates are the part of the notice board that changes most often and matters most to a walk-in customer - and they are the hardest part to keep accurate across a branch network using printed cards.
